HIFIS 3.8 Training Coordinator
Eight (8) month term: (August 2022 – March 2023)
with the possibility of an extension

HIFIS: The Homeless Individuals and Families Information System is a comprehensive data collection and case management system designed to work collaboratively, and to better understand what is happening in your community.

The NLHHN is a group of community-based service providers, municipal, provincial, and federal departments and agencies, and representatives of persons at risk of homelessness, who are committed to working collaboratively on issues related to homelessness and housing.

Reaching Home is a community-based program aimed at preventing and reducing homelessness by providing direct support and funding to Designated Communities (urban centers), indigenous communities, territorial communities, and rural and remote communities across Canada.

The Rural and Remote Homelessness funding stream provides project funding to any community in Newfoundland and Labrador (NL), outside of the Designated Community of St. John’s, NL, regardless of the size of the community. The goal is to create partnerships with local groups and organizations to help prevent and reduce homelessness in rural and remote communities across Newfoundland and Labrador.

Position: HIFIS 3.8 Training Coordinator
Contract: August 2022 – March 2023
Reports to: NLHHN Executive Director
Salary: $26.00/hour (37.5 Hour Work Week)+ 8% in lieu of Benefits

Background
HIFIS 3.8 has been implemented in some emergency shelters and other organizations across the province. During the past seven (7) years the NLHHN has played a significant role in coordinating the introduction, implementation, and support for the HIFIS 3.8 desktop application.

Due to the large geography of rural & remote NL the need continues for training and support to the front-line agencies serving the homelessness population. The NLHHN is seeking to hire a contractual full-time (75 hours bi-weekly) HIFIS 3.8 Training Coordinator to continue focused efforts on providing training, support, and oversight to HIFIS 3.8 software users.

The Position:

The HIFIS 3.8 Training Coordinator, working closely with the NLHHN, will be responsible for implementing and supporting HIFIS 3.8 in homeless-serving organizations in rural and remote Newfoundland Labrador. This role will appeal to an individual who likes working with and teaching others, and who is interested in the challenge of ending homelessness in Newfoundland Labrador.

The successful applicant should be familiar with the front-line organizations serving the housing and homelessness sector and have strong applied technical knowledge. The technical experience (less weight) would not necessarily have to be HIFIS. The individual would need to be open to learning new things and may have demonstrated similar experience in previous positions. The ideal candidate is enthusiastic, outgoing, and has excellent interpersonal and communication skills. They must be willing to travel around the province.

This position will be hosted by the Newfoundland & Labrador Housing & Homelessness Network (NLHHN) and will work with other community partners including, but not limited to

  • Community Advisory Boards (CABs)
  • The Newfoundland and Labrador Housing Corporation (NLHC)
  • The Transition House Association of Newfoundland and Labrador (THANL)

The project’s outcomes will be monitored by the NLHHN’s Executive Director

Duties and Deliverables:

The HIFIS 3.8 Training Coordinator will be responsible for the following:

  • Rural and Remote province wide rollout:
    • Follow up on the needs assessment of rural/remote HIFIS 3.8 users (Transition Houses, Housing Support Workers, etc.), as well as program funders and other partners.
    • Review and adjust current training plan (informed through the needs assessment).
    • Continue to deliver direct and/or remote training support to HIFIS 3.8 users, including but not limited to regionally based sessions, interactive workshops, and the Provincial Housing & Homelessness Conference.
    • Continue with the building of a Homelessness Data Collection Methodology, (merging data coordination tools with a training manual). Topics would include HIFIS case management potential, data coordination issues among similar mandated organizations and the need for additional training and alignment.
    • Provide train the trainer sessions for province wide regional users.
    • Creation/development of a Rural & Remote Point-In-Time (PIT) count (test site).
  • Support and Training:
    • Continue building a strong relationship among the community groups across the province with respect to housing and homelessness information gathering and data coordination.
    • Engage with users regarding HIFIS 3.8 tips, best practice (e.g., lunch & learn sessions, video conferencing, site visits, etc.). Ensure that learnings and data coordination techniques are being applied correctly.
    • Establish regional training sessions to support the development of a train-the-trainer model where regional trainers may provide support to local users and support long-term sustainability and viability of HIFIS training support.
    • Continue to reinforce not only how to collect housing & homelessness data but why gathering these data in a coordinated approach is so important.
    • Support the installation of HIFIS 3.8 software for homeless-serving organizations as required and where possible.
    • Refine and update the data dictionary and other resource materials.
    • Provide ongoing support, engagement, and liaison with users and community partners.
    • Provide support to HIFIS 3.8 users across the province as required: possible provincial Help Desk set up.
    • Conduct an annual regional interactive (1-2 day) workshop and training session with HIFIS 3.8 user representatives from all homeless-serving organizations in rural NL.
    • Provide session follow up by regular updates and information sharing .
    • Other duties as required based on the operational requirements of the project.

Education:

  • University Degree with emphasis on Education, Training, Information systems and /or technology, etc.
  • Lesser formal qualifications with substantial experience may be considered.

Experience (Work or Volunteer):

  • Experience in project management.
  • Previous/current experience in the use of HIFIS software would be an asset.
  • Experience in developing, planning, programming, and delivering training sessions, preferably within a community context/homeless-serving system would be an advantage.
  • Experience in event communication and the ability to engage internal/external stakeholders in training, planning and delivery.
  • Ability to use audio and visual resources for on-site and virtual training sessions including Zoom and Webex.
  • Excellent written, verbal and presentation skills.
  • Well developed computer skills and knowledge of MS Office software and web delivery tools.

This position requires travel. A valid driver’s license, proof of insurance and access to a vehicle is required.
